Website redesign, 10 golden rules
According to Kelly Goto & Emily Cotler in their book Design web 2.0 , the 10 golden rules to redesign a website are : 
1 : Think about the final user
2 : Make clear goal
3 : Use web standard
4 : Use your methodology
5 : Plan your creation and the delivery of your project
6 : Define clearly the technical objective
7 : Think about your site futur maintenance
8 : Trust ergonomics test
9 : Research visibility in search engines
10 : Think forward but act soon
I would just add to check carefully at the conpetitor, to know how hard is the fight going into your project type.
